2010 Candidate for POB Board of Education

Standing Strong for Students and Community

Leadership you can Believe In

Re-Elect        Angel Cepeda        Lever #2A

On Legislative Issues:

Fact is that the current fiscal crisis has ushered in the worst political environment we have experienced in years. Nobody’s legislative agenda is being addressed in a timely fashion. It is clear to me, and we should make clear to the powers-that-be, that public education in New York is at a tipping point. Our citizens don’t want a mediocre education system on the cheap. We want a world-class education system, and that’s a big part of why we pay state and local property taxes.

I will continue to advocate our legislators on behalf of Public Education and our community in the areas of:

             STATE AID                           MANDATE
RELIEF                     PROPERTY TAX RELIEF

    PENSION REFORM                EMPLOYEE RELATIONS
INSTRUCTION&ASSESSMENT

 SPECIAL EDUCATION            MANAGEMENT &
BUDGET             BOARD GOVERNANCE

Some key issues:

  • Support the creation, continuation and expansion of energy efficiency and green schools financial incentives for public schools.
  • There should be no new unfunded and under-funded state mandates on local school districts. This has cost our district hundreds of thousands over the past several years.
  • Oppose any effort, attempt, or action by New York State or any other agencies or authorities to fund state interests by shifting the cost to school districts, and seek repeal of the Metropolitan Transit Authority (MTA) payroll tax passed during the 2009 legislation session. This adds over $250,000 to our district budget every year.
  • Seek to have Special Education Summer program funding be returned to 80% state 20% district as in prior years. Will cost our district over $165,000 this year.
  • Boards of education should be allowed to establish pension contribution reserve funds for all employees and be able to deposit surplus monies into such funds.
  • Seek legislation permitting school districts to establish, fund, and use an energy reserve fund subject to the passage of a resolution by a board of education.
